Can anyone hazard a guess as to how many of a given Judge's card might have been printed?

Well there is around 2000 DCI Judges. 1942 by my count but I am sure my information is far from perfect. A sheet is 121 if I remember what I heard here so that would be 17 pages. For whatever reason I doubt only 17 pages were printed though.

Well, even if they are printed, don't they strictly regulate how they are distributed? Like one each mailed to each Judge? Even if more are printed, how would they get out? I agree that the number of these cards in circulation is greater than the number of judges, but why? and how are they getting out?

This reminded me of the second part of judge card distribution. When a promo is mailed to all judges then each judge gets one for each level they have completed this adds up to 2619. I think that they have even used the promos as bonuses for major tournaments. Others may have more information about this.
If anybody wants to see my math just ask.

While I have no knowledge of the way it works, I'm sure Carta Mundi doesn't screw Wizards over too much - they're such good customers

Only few are posted to all judges as Prices. Some are but not most...
They share those to judges judging higher level event like Nationals, GPs, PTs and similar.
Amount of promos what you get by judging depends also of your Judge level. For example in GP Helsinki all level 1 Judges got something like 1/2 box of product of each day per level (level 1 got one box for 2 days work and level 2 got two boxes)
All level 1 Judges got something like DCI Vampiric, Argothian, Ball Lightning and Lightning bolt and level 2 Judges got in addition of those couple other ones.
I can get exact information from that event if someone is interested enough 
Judges in Finland Nationals got one Foil Argothian for each Judge level they had in time.
And reason why WotC gives these at bigger events is just to make things lot's easier for them. If you want to pay judges something in cash you have to pay all taxes and other fees which vary a lot depending country (And I suppose WotC has better things to do than just learn every country tax laws)
When it is somekind "cheap product" what they give, it's more like a gift than salary. If someone ask about it from WotC they can tell their "inhouse price" as value if needed. And piece of printed cardboard aint so pricey to produce

Interesting tidbits about the printing processes (in general): most machines used for professional printing take some time before they can work properly. Actually, it takes a few tries before most "printers" achieve coordination between their different colours (cyan, magenta, yellow & black).
Then, these machines are really fast. Meaning that between the time you press the "start" button-thingy & press it again to stop the process, tens or hundreds or pages have been printed regardless of how few you wanted them to be made.
Of course, the world has moved, and maybe now they have extremely sophisticated machines who can avoid theses issues. But I don't really think so. So, people, that means two things: 1/ missprints by the gazillion and 2/ the minima on printing-runs must be much higher that what we actually think. That is, of course, unless they destroy them at Carta Mundi's. Which doesn't make a lot of sense.
