They aren't available in the mass market. The ones used at the big events are good quality. They are made of the same spongy material found in mousepads, but a bit thicker with a plastic-y surface. They ones owned by the DCI are carefully guarded at events, so you'll not likely ever see one.
I know of two times WotC sent out something similar.
One was on the back side of a 2002 tournament calendar (these were paper and folded, but I've heard of people laminating them).
The other was a promotional version sent to premier stores about two years ago. I don't have one myself, but as I recall they came laminated and rolled up. Each store recieved very few, maybe one or two.

"Magic" or "MTG" and "playing mat" is about as specifc as you can be. You might throw in words like "premium" or "tournament" as well.

I believe the first time Wizards used these was at Pro Tour Chicago about 4-5 years ago -- they used them for the quarter-finals, semi-finals and finals so the matches would look nice on camera. I seem to remember that a few were given out to the higher level judges at that event, and one sold on ebay shortly thereafter for around $500.00; I haven't heard of any being sold since. They are not laminated. Like motorcitymagic said, they are like big mousepads; however, they are extremely stiff and cannot be folded.
