I doubt it, actually. Apparently anyone can change their name to anything, from Ralph to flaminio. If these users change their avatar, too, then distinguishing between the two becomes that much harder. You could do so by knowing their post count, or, in the case of Ralph, knowing that his rank is 5 or 6 stars or something - ie. something that normal people can't get.
All in all, it seems like a huge liability and a bad idea (on the part of the people who designed YaBB; not on the part of Ralph)

It is indeed possible to change your name to any other name, even names which are in use already. You can detect cloned members by looking at their profile, though. The topmost entry called "Username" is fixed and will always show the registered name. I agree this can become a problem, but I doubt it will in this case.
I have spoken with MagicRumorMill and he will stop his naming games.
