Oh yes, I have this item myself. Its a 'started' deck from 4th Edition, contains 2 decks, a pleather bag and about 30 bluish stone tokens. Personally I do not feel it to be worth much, maybe $10 or so. I keep all my D&D dice (as well as Fat Pack dice) in my bag here on my desk.

Do you know where I might be able to find Deck lists for the two deck that come with this package?

Midtown: The decks in there are not preconstructed. Basically, they are similar to standard 4th Edition starters.

Tenacious_Dyl: They are not identical because they do not come with a rule book in between the cards, and they are not packaged in a box. The rarity distribution (3 rares, 9 uncommons, 26 commons, 22 lands) is identical to the one of 4th Edition starters.
