Not a policy I'm aware of... probably just a matter of planning and marketing.
From the press release: Quote:

I just picked up one of the black-bordered, non-foil, normal-backed fillers.
It came to me second-hand the same day it was opened out of an English Mirrodin pack (which explains why a similar foil version also exists).

Wizards of the Coast usually has these for sale at Pro Tours. The're expensive, at around $20 per tape. They also have quite a few tapes of events that never made it to ESPN. |

To confirm, the new Slith Firewalker is a participation award, and the new Royal Assassin is the prize award. Royal's are given to the top 8 players, the highest-placed 12 or under player, and as a sportsmanship award (so 10 given per Challenge), like previous Challenge seasons. |

Oftentimes, an established online shop or store will sponsor the side tournament by providing the prize(s). Cascade Games may be running the event, but we'll have to wait for the GP Seattle to be updated with a full tournament schedule in order to know who is providing the pack. |

Actually, I think I was just trying not to sound like a know-it-all in my first post about this.
Chronicles (12 cards/pack) certainly was $2 per pack, and was raised to $2.45 MSRP. It was the 15-card packs (4th/Ice Age) that went from $2.45 to $2.95 during the same price increase in 1995.

Of course I was very lucky in what I got. I have NO COMPLAINTS about that or the random process that was used.
I had questions about some incorrect information given to us at the beginning, and I wanted to see if anyone else had comments.
Before you judge me, only read my posts, not everyone else's comments. My intent was misunderstood from the start. Of course, noone will admit they screwed up now, and its easier just to bash on me.

Jim made a statement that the packs were sealed and the autograph was not visible. He made this statement to many of us, even Ralph.
We all accepted that explaination at the time, but the truth of the matter flies in the face of it.
Has this community become a pack of sheep that blindly put down their money? If a random eBay seller had made this false statement, we'd all be on his case. I appreciate the interesting opportunity that Jim presented us, but why did he say something that was not true?
I am not saying the random distribution was the wrong way to go, I simply question why we weren't TOLD that the signature was visible on the top token? |

Anyone have a comment about this? If you've gotten your packs, you can plainly see that the top card has a signature.
1. Why weren't we all allowed to pick which signed tokens we received?
2. Why wasn't it possible to send one of each signed token for those that bought 10 packs?
I was told something very similar by Jim in email, and it doesn't seem very truthful.

1. The site does not currently document any other "personalized" items, such as signatures, AP sketches, artwork. This seems to imply that the 10th series sketches would be out of place.
2. Having the images posted de-values my cards. I consider myself very lucky to have these special items and really am not interested in being forced into sharing them with anyone else. Let the owners post pictures if they want to.
3. There is a (very small) risk that someone who is not the actual owner of the sketches to abuse the information - maybe by producing fakes or using the images in fake auctions. I see very little informational value in posting them, so the risk outweighs it.
If that happens, what are any of us going to do about it? We'll be powerless. We aren't the copyright owners, and the seller may not have anything in the auction to indicate to eBay any wrongdoing. eBay customer support would never do anything no matter how many of us complain, leaving us to have to directly interfere by contacting the bidders - which is against eBay rules itself. |

I have to say, I really don't like the idea of the sketches being posted. Ralph, please take them down because I am worried that they could be used to produce fakes. Its good enough that you have them for verification purposes. Please don't risk the special value and investment some of us have put into those. |

Be careful jumping to conclusions. We only have 4 sketches and about 15 other signed cards in right now, and though many patterns are starting to emerge, there need to be more entries to be sure.

Since they are just in team bags, the concept of a "sealed pack" doesn't really apply to them.
This is another very good reason for people to keep careful inventory of what is contained in each pack number, for future reference if its needed.

Those packs don't look very sophisticated. Actually they only look like simple "team bags", oversized sleeves with a large flap on the top that seals.
Have to see what they look like when they arrive.

I'm not saying its necessarily a good idea to post this information right away, but I think that everyone who opens packs should record the pack number, what the order of the tokens was in, and which one had a signature (and/or sketch).

Is it possible this is something put together by a secondary company? Looks like the inside materials are commonplace pre-cons, some Fat pack items, and the standard 8th box set rule book added in. The outside box could be remanufactured.
Here are the contents:

Mike posted this in one of the Off-Topic threads, but I thought it might warrant discussion. Previously, and as documented on the website, these decks were thought to have been given only to WotC employees.
- Does anyone know of other ways of getting the Carta Mundi Poker Decks?
- How many decks might have been given out? The site says 100, and I've seen people mention 50.

In this thread, the poster describes that his Beatdown box set had a Feral Shadow, where the checklist said it should be Foul Imp.
Ralph's page documents the Feral Shadow (http://magiclibrary.net/rarities-beatdown-standard-2.html), which is different from WotC's Beatdown deck list (http://www.wizards.com/magic/generic/cardlists/beatdown.html).
Has anyone ever seen a Beatdown version of "Foul Imp"? If so, please provide a scan and information about where you bought your set.
Can members identify any other differences that might show there are two (or more) versions of the box set? |

Boomerang Media seems to specialize in these cinema cards.
Based on the cards and the timing, I think they were designed to appeal to the movie-goers heading to "Lord of the Rings". Hasbro and the Virgin stores probably got together to put these out. |

One funny bit of information - Censorship is actually the bottom part of a larger painting.
The original art for "Keeper of the Mind" featured this lady spreading her legs and pointing in the general area of her crotch. It was cropped and altered to be made into the Keeper. They then used the bottom part (with some more alteration and covering up to make Censorship.

One question that is bugging me:
If these are real all-foil filler cards, WHY do these eBay sellers seem to sell them in multiples? Aren't they supposed to be RARE?
This same seller (purelain) has been selling these for months! http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=3144680329&ca tegory=218 . They used to sell for much higher than they do now. If he says these are real, why is he content with selling them for so much less now? I'll tell you why - because he can take a $.50 foil card and turn it into something that sells for much more by using acetone.
Why don't the reputable online card dealers have these? Where are the sellers that have just one of these cards, that they were lucky enough to open themselves? |

What specifically did they get wrong, in your opinion?
If you're both are talking about the textless Lightning Bolt, the article says:

They did not say that the Lightning Bolt appeared in both Legacy and Destiny. Only that "some of them ... made it" out.

inca mentioned Destiny commons with no text and the Wizards article mentions FNM promo cards.
I also guess that some other misprints are really test runs, like the prerelease cards with no stamps, or those with stamps but no card image.

On the http://magiclibrary.net/rarities-error.html page, I see you listed the "textless" Lightning Bolt as appearing in "Japanese Urza's Legacy boosters". Is this Ask Wizards what you based that on? If so, then I think you made a leap that isn't true. I know of noone who has opened that in a Legacy pack. The only one I know of was opened in a JP Urza's Destiny pack at Grand Prix Memphis in Sep 1999. |

There appear to be two of these, very similar.
The one Ralph pictured is about 5.5" x 8". It was published in 1996.
There is another which is 8.5" x 11" and was published in 1998. This one is "Alpha to Stronghold".

Misprinted Magic deck sold for $13,100
Steve Guitar of New Brunswick, Canada, was surprised when a customer at his shop showed him a Goblin Mob theme deck from Scourge. The problem with the cards? The card backs were from the Wizards of the Coast’s Harry Potter CCG. “I called Wizards of the Coast, and they told me I couldn’t be right,” said Guitar, owner of B&T Cards in Bathurst, New Brunswick. “I told them I was looking right at the cards, and they definitely exist. The customer wanted to give them back to me. He just wanted a new deck.” Guitar put the deck up for bid on eBay. “I checked the next morning, and it was up to $210. I thought that was pretty good.” The final bid was $13,100. Guitar split the money with the original customer. The buyer is a man from North Carolina, who, Guitar said, isn’t even a Magic player or collector. “He told me he just wanted something unique to give to his granddaughter.” At press time, the check from the buyer was in the pos- session of Guitar and attorneys on both sides were verifying the legitimacy of the check and the cards, but Guitar was confident the transaction would go through. This is not the first time such a printing error has occurred. In 1994, several Magic cards from the Fallen Empires set were printed with card backs from the Wyvern CCG. {Image}

Ralph already has in the Filler Card description that those frequently come in special printings, like box sets and preconstructeds, and already knows about the all-black filler. I don't think these give any extra information - except that he can say that Filler Cards are often used by WotC for playtesting.
We don't know which preconstructed deck the person with the all-black filler got it in. |

For every level they give you a new spell, and then the next challenge involves using the new spell to win. Yes the early creature battle are boring and simple, but the later challenges are like "get to 10 mana before time expires" or "stay alive until time expires" or even "defeat your opponent (with Unsummon as your only spell)". |

When I get a game, I tend to play it A LOT until I beat it. I've had it for three days now and logged about 8 solid hours. That's why I say "just started".
The AI isn't spectacular, but you're talking to a guy who played the original Microprose game and loved it too.
Besides, who cares about the AI... the Quest is just to teach you how to play... the real fun is playing online. |

I get your point about the multiple prerelease dates at various locations, but there is no possibility that any prerelease tournaments are ever held before the "main weekend" as defined by the North American schedule. I can see where some locations do need to reschedule for a later date, but that may be due to local holidays or product distribution concerns.
I have scoured webpages, strategy website archives, and Google Groups and I cannot find any mention or report of any Nemesis prerelease held on 29 Jan 00, but LOTS of references to it being held on 5-6 Feb 2000. I do remember that when I head judged that prerelease, the cards had the wrong date. There are some posts about the incorrect date stamp.
Maybe I need to write "Ask Wizards"?

1. I guess its up to interpretation. I consider participation prizes as anything given to a participant that does not require that participant to do anything except show up and play, without requiring any sort of winning record. I agree this would also include random prizes, but for simplicity though, I agree with keeping the random prizes where they are, since the same promo card.
2. Sorry, no answers to this yet. Maybe you can add this specific concern to the Open Questions section.
3. I think you're misunderstanding the structure of prereleases. They VERY MUCH all run on the same weekend globally barring some serious problem (a hurricane delayed the Mirrodin prerelease in Virginia). Some Arena and FNM events have been run where the players use yet-to-be released product, but those aren't considered prereleases in the context we use. In this case the 5 Feb 2000 date is the correct one for the Nemesis Prerelease, and the promo Rathi Assassin.

I remember discussing on the old board that it was actually 1/3 of them that are like this - Squt seems to agree. Gaea's Touch is a C3 rarity, so that makes sense (one copy per card sheet had the error). |

Judge Reward Program
Arena relies on its large army of Officials to monitor league play. While we believe that judging should always be a voluntary activity that is undertaken for the love of the game, we also wish to show our appreciation for the many hours of work contributed by these diligent individuals.
As a sign of our appreciation for our many enthusiastic Judges and Referees, Arena has instituted a Judge Reward Program. Arena Judges and Referees can qualify for a variety of rewards, many of which are exclusive to Arena!
Arena has established a number of "Circles" that can be reached by judging a set number of matches. Each Circle has a corresponding reward that is earned by any Judge or Referee who has judged that number of matches. The Circles and rewards are described below:
Circle Matches Reward
1 100 Arena Judge T-shirt
2 300 Arena Judge T-shirt featuring Arena's exclusive Disenchant artwork, plus a foreign Magic booster
3 500 A copy of the Magic: The Gathering Official Encyclopedia: The Complete Card Guide
4 1000 Arena Judge T-shirt featuring Arena's exclusive land artwork, plus a full set of Arena's seven exclusive alternative-art cards
5 2000 Uncut card sheet of Arena's exclusive alternative-art cards
Rewards will be distributed at the end of each season to all eligible Officials. The first batch of rewards will be distributed in November to all Judges and Referees who have reached the First Circle (as of the Harvest Season). Then, at the end of each season, all Officials who have reached a new Circle during the previous season will receive the appropriate reward. (We will begin to distribute Second and Third Circle rewards in early 1997.)
In addition, more rewards will be given out periodically during the year to all Judges who maintain at least a minimum level of activity. These rewards will take the form of preview cards, foreign Magic boosters, and a variety of other items.

The Arena League Frequent Player Program
Yes, the long-term participation incentive has been introduced:
welcome to the Arena Europe Frequent Player Program!
How does it work?
Simple.
If you play at least one league game in a week, you will score a so called weekpoint for that week. Remember that this is a separate thing from your normal score. Then, twice a year, i.e. for the summer and year-end seasons, the weekpoints will be doubled. Holidays, so more time to play! And besides that, Arena Europe has decided to reward each store winner with a bonus of 5 weekpoints for that season to help you climb up quicker. So the more you play on the looooong run, the cooler your reward will be.
What do you get when?
Stores will be asked to report all your points at the end of a season. WotC tracks them for you, and as soon as you will hit a certain milestone, we will ship you your prize.
10 weekpoints = a foiled Skittering Skirge Magic: The Gathering card
20 weekpoints = a foiled Pouncing Jaguar Magic: The Gathering card
35 weekpoints = a new navy-blue Arena long-sleeve polo T-shirt + Foiled Urza's Saga Forest and Island (NEW!!)

Very good point and one we've all missed. Nemesis prerelease tournaments were held at most locations on 5 Feb 2000. Some locations also/instead had them on 6 Feb.

1. You state that the last Arena season in 1999 started differently according to what country you were in. Can you confirm that all the other seasons were synchronized in all countries?
I have no evidence that any other seasons started on different dates. Where I've found dates for NA vs. Europe Arena dates, they all match except for this one.
EDIT: Ugh! I hate this project !. Ok, I found some more alternate dates for European Arena. Yes, I'll keep working on it.
Spring 98 Season - April 10 till May 17
Radiant 98 Season - June 12 till July 19
Summer 98 Season - August 10 till September 13
In addition to the oversize card prizes, there were other ones given at the end of each season. See the following post.
2. I am relieved to see some of my Arena League dates being corrected, as the old dates suggested a few missing seasons in between which now are gone. Given the current data, I wonder, though, why the cycle of foil Limited Edition basic lands was discontinued in between. The old explanation that this happened due to the beginning of a new year can no longer be true.
Between which dates is the gap? I guess I'm not seeing it in the chart.
3. You have pasted an explanatory text about the Arena Frequent Player Program. It is good to finally see this program, since it confirms a few tidbits I knew about the Arena prioze structure at that time and which had not found a place until then. The question is whether this program was indeed restricted to Europe. Can you find out more about that? In addition, a very important issue is the launch and termination date of this program. I can not incorporate the data into the tables without knowding these dates.
I agree, and I wish I had more information. I can give -very- approximate dates. It began around Feb/2001 and likely ended in late 2001 (maybe because Magic Player REwards began?).[b][/b] |

"Scoring and prizes
In the new Arena Outpost league, players get 2 points for a win and 1 point for a loss."
"You earn a premium land card when you hit the 15-point milestone (this is a one-time bonus). Once you reach the 30-point milestone, you are eligible to receive a non-land premium prize card in the random drawing at the end of the league. Both the first and second place finishers in the league will receive one of the non-land premium prize cards as well."

Ralph - I prefer the idea of distinguishing the prizes just like I placed in the chart above. The land promos are not given to every participant, but also they are not dependent on a winning record, either. All you have to do is participate for enough matches. My way also reduces the table size and gives a consistent look.

Yes there was an increase which began in September 1995. Starters and boosters of both Ice Age and Fourth Edition were increased, as well as boosters of Chronicles (from $2.00 to $2.45, I believe). |

The CD you got is sent out to DCI TO's (organizers) and certified judges. There are more, dating back to about 1999/2000. All contain the DCI Reporter software, Membership database, and tournament documentation. Lately there have also been some card checklists and other handy info. If you want to consider them Rarities, I'll put mine on eBay tomorrow

I've been seeing this stuff for years around Detroit, especially at Meijer's. There is a company in the area that repacks Magic, Pokemon, Yu-gi-oh, etc. into plastic blisters as you describe. The worst one is the repacks containing the Gold and Silver decks from the Core Set/7e starter games, with no instruction booklets or foil promos.

Sending internationally is pretty straightfoward, as long as you make it look like a simple letter. If they can't tell you're sending merchandise, then there is no extra paperwork. For a few single cards to Canada, it shouldn't be more than $1.
Now, if they catch on you're sending any merchandise, they will ask you to fill out a simple customs form, which is attached to the package. You'll have to list the contents ("Trading CardS" works), value, sender's address, and destination address. Its a hassle, but doesn't add to the cost.

When I set up an eBay search, I was hoping I'd find one eventually, but not 100 of them.

After reading his post, it reminded my of something I'd heard years ago. The United States Playing Card Co. (based in Cincinatti) was involved in the printing of the "Vampire: The Eternal Struggle" game and "Dark Sovereigns" expansion for WotC back in 1995 (same year as 4th edition).

I strongly believe now that this is the "mystery company" that was the source of the alternate 4th printing. Was it some sort of test, a full production run, or an aborted project (ala "Edgar")? Who knows. As the MTGNews article also mentions, relations between WotC and USPC broke down shortly thereafter.
I own a large collection of Jyhad/V:TES cards, and I've compared them using a black-lite. The cards from the 1995 V:TES printing and the "Dark Sovereigns" expansion exhibit the exact same properties as the alt. 4th cards do. Cards from later V:TES expansions glow under UV, as normal Magics do.
Although the pictures below show the results, the similarity between the alt 4th and V:TES/DS cards under the black-lite is unmistakable when you look at them in person.

I've opened a lot of revised in my day, and I seem to remember opening lands as uncommons in less than about 25% of the packs. It don't think it was 50%.

Well... for tournament purposes, cards are always played according to the most current English Oracle wording, so they don't specifically have to issue individual rulings like this. I think this was more of a courtesy - well intentioned, but incomplete.

AFAIK, these were only made once, and only with the black mana symbol. They were given out (at least, here in the U.S.) along with entry into the Torment prerelease. Basically, you got the prerelease card and some of these tattoos. |

Mirage was the first expansion to have 12 starters/box. Fifth Edition was the first base set with 12.
Ice Age, Fourth and previous all had 10 starters/box.
Crystal Keep has always been very reliable about this sort of information. |

Well... I would say that those Garfield mods aren't allowed in DCI sanctioned tournaments. After all, how could we even be sure it was genuine?
That being said, I think Garfield mods are SUPREMELY cool and absolutely "legal" in casual play. |

"The rarest cards fall into two categories: misprints and specials. The blank cards you've seen are either misprints or R&D playtest cards that were never used. One famous mistake was a run of Fallen Empires that was printed with backs from Wyvern, another TCG being manufactured at the same factory. The rarest misprints, and among the rarest Magic cards in existence, are those blue Hurricanes. They're from a printing nicknamed 'Summer Magic.' In the summer of '94, Wizards realized one printing of Revised had severe mistakes, with the art almost too dark to see on many cards. Wizards recalled the entire print run and had them all destroyed. Well, almost all of them. About four cases (40 display boxes) accidentally made it to the public in the UK and Tennessee. Today a Summer Magic Birds of Paradise is worth well over a thousand dollars.
"Another misprint was a series of foil Friday Night Magic promotional cards that were added to Japanese Urza's Legacy and Urza's Destiny sheets as test runs to see if the print process was working right. Those cards had no text, just mana costs and art, and were supposed to have been destroyed. Some of them, like Lightning Bolt, accidentally made it into booster packs and are now among the rarest of all cards.
"Special printings are cards that were produced to commemorate some event and given to the participants only. The rarest is probably the 1996 World Champion card, of which only one is supposed to exist. It was encased in a trophy and awarded to Tom Chanpheng, the winner of that tournament. Wizards never printed any other cards for later World Champions. The next rarest is the card Proposal, which Richard Garfield had printed and slipped into a deck in order to propose to his soon-to-be wife, Lily. About seven of these were given to members of their wedding party. Richard also used Magic cards to announce two more special events, the birth of his two children. Splendid Genesis (about 150 cards) and Fraternal Exaltation (about 250 cards) were given to friends and coworkers.
"Sought after by some collectors are cards altered by designers to change their functionality. Although not legal for tournament play, it's generally accepted that if you can get Richard Garfield to change the mana cost or abilities on a card and sign it, you can play it as written. It's rumored that there's a 3/3 Llanowar Elves out there somewhere.

What usually happens is either an opponent complains or a judge is walking by sees it. In general, I would absolutely side with the opponent if they brought up any objection. Typically, the player would be asked to replace them immediately if they were very disruptive, or perhaps after the current game/match. DQ would almost never be an option... unless there was some thought that the altered cards were being used to intentionally cheat (by using them to be intentionally deceptive). I've never had it come to that as related to using modified artwork, but a similar occurence happened when someone was playing with German misprint Walds (Forests with the Plains artwork) in a deck that had both green and white spells. Very suspicious.

Well, as a (the?) resident Rarities judge, I'll pipe in on the topic of whether these cards are legal for play.
Before I comment, here's the current DCI rule related to this - "Cards in your deck may not have writing on their faces other than signatures or artistic modifications. Modifications may not obscure the artwork so as to make the card unrecognizable." These leaves a lot up to the Head Judge's interpretation as to what makes the card unrecognizable; but generally a total artwork replacement is unacceptable.
My take is that if you are playing with a card that is so significantly altered that you cannot tell what it is, you are putting your opponent and judge staff at a disadvantage. Remember, at many tournaments, there are new players attending that are probably of a much lower skill level and one of the primary learning tools is the artwork. The judge staff is also within their rights to expect that they be able to view the state of the game without having to lean in to read your cards. Artwork distinction is especially important if your tournament location is one that frequently sees players using different language versions of the cards.
Although you should never be "DQ'd" from an event if you show up and play with these, you should always be prepared to replace them with un-altered ones if the Head Judge asks you to. Better yet, do yourself a favor and just ask the Head Judge before the tournament begins. |

That makes perfect sense. WotC commissions artwork to specific size (height and width) requirements. The new art boxes have a different ratio, so some cropping has to be done when they re-use older art.
At least we don't have black bars along the side (like wide-format movies on standard TVs)  |

Ralph - As you can see, I made the scan quite large to show the detail of the card type line ("Invocar león"), which is missing the drop-shadow effect. I'm not sure if this is typical of the Spanish version, since its the only one I've seen.
Let me know if the large scan doesn't reduce well for display on the site. I can easily rescan it to your standard size. |
